Advantages, Positive Effects and Risks of Budget Decentralization
Abstract
As the regulatory acts enforced in Ukraine fail to ensure the effective governance and financial system required for proper operation of local governance bodies, living conditions in Ukraine could not be improved. The system for territorial organization of power bodies, established in Ukraine, has demonstrated incapability to push the social and economic development of the territories and lack of self-development and self-regulation capacities. The article aims to extend and deepen theoretical framework for budgetary decentralization, with outlining its advantages, positive effects and risks in the context of transition to the decentralized pattern of public governance.
It is shown that budget and financial (fiscal) decentralization has strong implications for the formation of local budget revenues, and that the course on decentralized pattern of governance implies both the progress and the challenges for the development of Ukraine.
A review of existing interpretations to the notion of “decentralization” allows for demonstrating that decentralization aspects are considered by decentralization type. The types of decentralization are outlined: democratic decentralization, with part of the central executive powers delegated to local level (local governance bodies); administrative decentralization, when special government bodies are charged with responsibilities and authorities to execute the power; decentralization of governance that refers to operation of autonomous local self-governance bodies due to handover of power, with governance functions turned into self-governance ones rather than delegated; political decentralization, when political power is transferred to local governance bodies, with establishing political and legal elements of relations between the local community and the political state, thus creating a specific legal regime that guarantees the hierarchical autonomy of local bodies from central power bodies and self-governance bodies; financial decentralization refers to division of functions, financial resources and responsibilities for their allocation and use between central and local level of governance; budget decentralization in a broader sense refers to division of accountability between power bodies at various levels, including national government, regional governance bodies and local self-governance bodies, on administration and control of budget resources; budget decentralization in a narrower sense refers to the existence of certain functions and powers at local level, the autonomy of local governance bodies in making and implementing decisions on taxation and budget matters.
