European regional policy: basic principles of regulation

Abstract

Although EU has accommodated heavy economic capacities, regional development inside EU have been uneven, leading to large socio-economic gaps becoming even wider after the accession of new EU members. There are four groups of countries by territorial differentiation of EU regions: (i) the so called “integrated” countries (Greece, Ireland, Portugal, Spain) where the poorest regions on the EU territory are located; (ii) highly developed countries; (iii) countries with low population density (Finland or Sweden); (iv) countries where regional policy is focused on elimination of uneven regional development.

The purpose of the article is to scrutinize objectives, directions and principles for regulation of regional development in EU, aimed to reduce socio-economic disparities between regions and backwardness of the regions with unfavorable conditions. The objective necessity of adjusting regional development in EC is discussed in the article in the context of intensive further development of the global economy and transformation processes, expansion of the zone of EC influence. Principles of the theoretical model for regionalization are highlighted; types of information required for effective regulation of regional development in EU are referred to. Basic principles of the EU regional policy are discussed in detail: subsidiarity, decentralization, partnership, programming, concentration, supplementarity.

It is concluded that an all-purpose regional model for EU cannot exist, as social and economic developments in each region are conditional on great many local factors. Distinctions between the existing regional development models are conditional on political ideas in EU member countries.
