Evolution of Economic Development Management Systems in National Macrosystem
Abstract
Economic development of a national macrosystem is not the result of merely spontaneous and random changes caused by its structural components. Whatever the type of economy, principles of regulation, ownership form, intensity of competition, responsibility for the regulation and control of development processes is with the authorities. The state’s role in economic development of a national macrosystem is complex and not clearly delineated. Whenever theoretical or methodological issues of macroeconomic dynamics in Ukraine are studied, emphasis is made on consideration to the market mechanism for macroeconomic regulation, formed in the well established market environment. The purpose of the study is to determine the gap between managerial practices inherited by Ukraine (as part of the former USSR) and the one accumulated in by free market economies. In developed countries, business environment, tasks and system solutions, including the corporate sector of economy, have undergone significant evolution over decades. Retrospective comparison of experiences accumulated by business sector in the U. S. and Ukraine as a former Soviet republic indicates a significant gap in the tools and methods of management. The comparison of evolution and formation of competitive economies in developed countries, on the one hand, and the historical heritage of Ukraine as part of the Soviet Union, on the other hand, shows that to ensure sustainable development Ukraine needs to use the concept of the phased lifting of its existing capacities to international standards with focus on enhancement of macroeconomic performance. The necessary rate of macroeconomic growth needs to be based on the balanced, competitive and innovation-driven growth rate of industries.
