Integration of HR Management and Time Management in the Personnel Management System of Higher Education Institutions

Abstract

The article examines the integration of HR management and time management in the context of personnel management in higher education institutions. The importance of combining strategic planning of staff development with effective organization of working time is emphasized as a factor contributing to the improvement of educational performance, staff productivity, and the reduction of risks of professional burnout. A model for integrating these components is proposed, ensuring consistency in managerial decisions, rational workload distribution, digitalization, and continuous monitoring of results. It is demonstrated that a comprehensive approach supports the development of human resources, increases staff motivation, and fosters a professionally mature university environment capable of strategic development and adaptation to contemporary challenges.
