Evaluation of development and forecasting of capitalization and decapitalization processes in forestry complex

Abstract

The problem of increasing capitalization in the forestry complex, as a factor for reforming the national forestry sector is very important in the Ukrainian context. The article is devoted to methodology of exert evaluation of capitalization and decapitalization process within the forestry complex.

Forecasting of forestry complex development in Ukraine should be made by evaluating capitalization and decapitalization in the forestry sector and its subsystems. A scenario of forestry complex development is built by use of the methodology of scenario analysis, which offers a set of tools and algorithms allowing, with certain assumptions, for correlating experts’ competencies and proposals, for enhancing reliability and practical use of scenarios of processes and phenomena.

Also, a model of key directions and forms of capitalization in the Ukrainian forestry complex is built. Counteraction of negative effects from decapitalization factors in the forestry complex is a very important issue in indentifying decapitalization factors that are summed up in the study.

The methodology of qualitative and quantitative expert evaluation of capitalization and decapitalization processes in the forestry complex is proposed, where the fundamental scale is interpreted from the perspective of the set theory as the membership function which use enables for transition from fuzzy grading to numeric indexes.
